GRANT WRITING THE IMPLEMENTATION OF PROPOSITION 10: Proposition 10, the California Children and Families First Act of 1998, passed by voters in November, increased the tax on cigarettes and tobacco products. The proposition directs the tax moneys into the new California Children and Families First Trust Fund to improve early childhood development from the prenatal stage to age five. Proposition 10 creates a new state commission and individual county commissions to oversee the expenditure of these moneys.
